On February 25, the Jiangsu Province Digital Village Development Symposium convened in Haian. Zhao Ming, Deputy Director of the Provincial Cyberspace Administration Office, and Cao Lihong, Deputy Director of the Provincial Department of Agriculture and Rural Affairs, attended and addressed the meeting. Chen Hui, Director of the Information Development Division of the Provincial Cyberspace Administration Office, presided over the session. Yu Lei, Deputy Director of the Nantong Municipal Publicity Department and Director of the Cyberspace Administration Office, delivered opening remarks. Gu Lifeng, Member of the Haian Municipal Party Committee Standing Committee and Director of the Publicity Department, shared insights during the exchange session.
The meeting emphasized that advancing digital rural development is a systematic endeavor requiring not only clear responsibilities and accountability but also consensus-building and concerted efforts. It called for thoroughly implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee and General Secretary Xi Jinping’s important thoughts on building a cyber power, and his important directives on agriculture, rural areas, and farmers. It must implement General Secretary Xi Jinping's important instructions on Jiangsu's work, follow the relevant arrangements of the Provincial Party Committee and Provincial Government, and adhere to the work plan outlined at last year's provincial on-site promotion meeting for digital rural construction. Efforts should focus on strengthening coordination, enhancing multi-stakeholder collaboration, and advancing digital rural construction in a thorough and substantive manner according to the overarching requirements of “stimulating demand, optimizing supply, and building ecosystems.” This will provide robust information technology support for accelerating the development of Jiangsu as a cyber powerhouse and an agricultural powerhouse, and for promoting the comprehensive revitalization of rural areas.

The meeting emphasized that the focus of digital rural development must be clearly defined. Building upon agricultural foundations and advantageous resources, efforts should be tailored to local conditions to advance digital rural initiatives. Mechanisms for implementation must be refined, responsibilities clearly delineated, and a pragmatic approach upheld to avoid “digitalization for digitalization's sake.” Priority should be given to addressing practical challenges in agricultural production, rural governance, and farmers' livelihoods, while exploring replicable and scalable solutions. Efforts should concentrate on key issues and accelerate the elimination of shortcomings. Industrial revitalization must be prioritized as the cornerstone of rural revitalization, fostering new industries and business models in rural areas. Demand-driven digital application scenarios should be expanded rapidly, the digitalization of agricultural social services enhanced, and the standardization of agriculture-related data accelerated. A robust data sharing and exchange mechanism across provincial, municipal, and county levels should be established to effectively unlock the value of data as an economic factor. Accelerate the establishment of a professional farmer title evaluation system, enhance the digital literacy and skills of grassroots cadres and the public, and stimulate endogenous rural development momentum. Summarize outstanding experiences, deepen regional collaboration, conduct in-depth exploration and refinement of existing mature models, explore the development of standards, and intensify publicity and promotion to foster a favorable social environment. Further deepen East-West collaboration to form new co-construction and sharing models.
As a pioneer in national digital village development, Haian has in recent years focused on the goals of “industrial digitization, intelligent governance, and convenient services.” Adhering to the approach of “strengthening systems, deploying scenarios, optimizing platforms, and fostering shared development,” it has vigorously promoted the deep integration of digital technology with agriculture and rural areas. This includes enhancing agricultural quality and efficiency through smart farming, empowering rural governance with digital tools, enriching rural online culture, extending government services to grassroots levels via digital means, and boosting farmers' incomes through rural e-commerce. The city has achieved remarkable results in digital rural development, earning high marks as a National Modern Agricultural Industrial Park, being approved as a National Rural Revitalization Demonstration County (the only one in Nantong), and being selected for the first batch of National Agricultural Full-Process Mechanization Demonstration Counties (Cities, Districts).
Prior to the meeting, attendees conducted field visits to Jihe Smart Farm in Pinjian Village, Chengdong Town; the intelligent management platform in Yangzhuang Village, Libao Town; and the egg-laying chicken industry big data platform of Nantong Tiancheng Modern Agricultural Technology Co., Ltd. These visits provided insights into the application of smart agriculture and digital management in modern agriculture and rural governance within our city.
